Hoogvliet

In collaboration with the Municipality of Rotterdam and Heijmans, ECHO Urban Design developed the urban plan and visual quality plan for Parkbuurt in Hoogvliet. As part of the Oedevlietsepark Masterplan, Parkbuurt forms a new residential neighborhood in which the landscape is leading and living quite literally takes place within the park. The plan transforms a restructuring site into a cohesive, green living environment that connects both to Oedevlietsepark and the surrounding neighborhoods.

Design and elaboration

The urban design plan for Parkbuurt is based on a strong integration of urbanism and landscape. The Oedevlietsepark is, as it were, drawn into the neighborhood, ensuring that all dwellings have a direct relationship with the greenery. In this way, Parkbuurt forms a link between the central park, the Green Belt, and the green structures surrounding the Baarspad.

The spatial layout is inspired by garden city principles, translated into a contemporary living environment. The neighborhood is composed of a series of blocks that open up and deform towards the park. This creates enclosed, collective spaces at a human scale, interspersed with open sightlines and continuous routes. An important element in the design is the transition between private and public space. Around the building blocks, a continuous architectural edge with verandas is applied, creating a soft, active transition to the public realm. This hybrid zone encourages social interaction and makes the everyday use of outdoor space visible and lively.

The development features a clear differentiation in residential atmospheres, ranging from the stately park frontage to the more informal park courtyards and accompanying park edges. Together, they create a recognizable and varied living environment with a strong sense of cohesion.

Spatial and social domains

Parkbuurt is designed as a residential environment in which collectivity and social interaction are central. The green spaces between the building blocks are car-free and provide room for play, relaxation, and informal encounters between residents. The park courtyards function as sheltered, collective spaces where neighbors meet and where there is space for everyday activities such as playing, sitting, and gathering. Along the larger routes and at the edges of the park, there are areas for sports, play, and recreation, giving the neighborhood significance at the district level as well.

By organizing parking largely in collective courtyards and keeping it out of sight, the public space remains green and peaceful. This contributes to a safe and legible living environment, where pedestrians and slow traffic take priority. The combination of different housing types and a strong spatial identity makes Parkbuurt attractive to a broad target group, particularly families and move-up buyers seeking a green, high-quality living environment.

Landscape, sustainability and climate adaptation

The landscape forms the backbone of the plan. Existing green structures are strengthened and extended into the neighbourhood, making Parkbuurt part of a larger ecological network that connects to the Green Belt and Oedevlietsepark. The design of the public space focuses on biodiversity and nature-inclusive building. Planting is carefully selected to support a variety of animal species and to enhance seasonal experience. Existing trees are retained wherever possible and supplemented with new, mature planting to create an immediate green character.

The green spaces also play an important role in climate adaptation. They provide capacity for water storage, offer cooling, and contribute to a pleasant living environment. The combination of open and more enclosed green areas creates a varied landscape that encourages use throughout the year. The continuous park route connects the neighbourhood to surrounding amenities and recreational areas, making Parkbuurt part of a wider network of slow mobility routes and green connections.

Process and collaboration

Parkbuurt is the first sub-area to be developed within the Oedevlietsepark Master Plan and thus represents an important step in the transformation of Hoogvliet. The plan has been created through close collaboration between the Municipality of Rotterdam, Heijmans, and the design team.

The urban plan and the visual quality plan provide a clear framework for the further development of the housing and the public space. Within these frameworks, the focus is on coherence, quality, and a recognizable identity for the neighborhood. With the realization of Parkbuurt, a new living environment is created in which landscape, urban design, and architecture come together, and where living in the park is central.
