Municipal council of Heemstede releases area vision for public participation

The development of ’t Groot Clooster and the Havenkwartier has reached an important milestone. The Municipal Council of Heemstede has approved the release of the draft area vision for ’t Groot Clooster and the draft Framework Document (Nota van Uitgangspunten) for the Havenkwartier for public participation.

The development of ’t Groot Clooster and the Havenkwartier has reached an important milestone. The Municipal Council of Heemstede has approved the release of the draft area vision for ’t Groot Clooster and the draft Framework Document (Nota van Uitgangspunten) for the Havenkwartier for public participation.

A major step forward in jointly working towards a future-proof Heemstede. At ECHO Urban Design, we dove deep into the history of the area, critically examined today’s challenges, and connected these insights to the broader Area Agenda. By exploring four program scenarios — representing the extremes of the playing field — it became clear how different interests could be brought together. These insights formed the basis for an integrated vision for the entire area as well as a Framework Document for the harbour.

The draft area vision is not an endpoint, but an invitation. An invitation to residents, entrepreneurs, and partners to contribute ideas about an area that has grown organically for centuries, and that we now have the opportunity to reconsider together. Through strategic restructuring, space can be created for new living environments, strengthening ecological structures, business growth, and a stronger positioning of sports and recreation — without compromising existing qualities. We are building a Heemstede that is more connected, greener, and future-proof.

In 2026, we will start the conversation with the village and all involved stakeholders to further develop the vision together.
